Downgrading request from PayPal

Hi,

 

I received the request from PayPal to prove my identity for my Business account. I have uploaded my driving license, and now the additional request is to provide proof of business registration.

I didn't register my business and work as a Sole Proprietor. I specifically asked about this when I upgraded my account to Business, and the answer was that I don't need the proof in this case. Now, after explaining this to the customer support, PayPal is requesting me to downgrade my account back to Personal (reference PP-009-030-053-737 RXI000).

Is it a new requirement, or some miscommunication? The downgrade is highly undesirable in my case.
What is required of me for keeping my Business account?

 

Update: I have found a similar case, where PayPal requested to switch the account to Individual or Sole Proprietor:

Click help / contact bottom left of Paypal pages for options available for your country.

I did contact them over the phone.
What I can't get is whether it's a new requirement, or maybe I am missing something. There are cases when other people in a similar situation don't need to provide the proof - is it just a matter of time or something is special in my case?
