Dispute resolution/refund problem, can't contact anyone.

I have a fraudulent item from a chinese merchant and now I have no way to continue the case.

 

Seller advertised item on a website to be shipped from Texas, USA.  Item arrived, not the advertised item AT ALL and was NOT shipped from Texas, it came from CHINA. 

 

1 - I opened a case for a fraudulent item, gave all the evidence.

2 - Even after this, I was still asked to ship the fraudulent BACK TO CHINA - the item was supposed to come from Texas - at my expense for a refund.  The shipping would be more then the item!

3 - Seller provided an invalid chinese address.  I said as much the one window you gave me to say "I shipped it".  You closed the resolution saying I refused to ship.  I did not, I COULD NOT SHIP TO AND INVALID ADDRESS.

 

I can't reopen the resolution, I tried using message center but it keeps closing my messages saying "message center is temporarily unavailable, please try other methods", I tried calling and it says to use message center.  

 

I'm a 22 year PayPal member, what the heck?
