Dispute refund Tax and Duties

I ordered an item that not arrived.

the seller agrees to refund the item but not agree to refund for Taxes and Duties that I paid when the item arrived in my county.

Can I Dispute and get a refund for Taxes and Duties when my parcel didn't arrive?
