Why would have a negative balance after dispute was closed. ( was able to work out with the other person) the amount negative is not even close to the amount in closed dispute.
PayPal fees are not refunded these days and you didn't have enough in your PayPal balance to cover the difference which caused the negative balance.
Say that you're refunding a $10 transaction, and the PayPal fee is $0.59 at 2.9% + 30 cents. If you only had $9.41 in your account, you have to make up the $0.59 difference from your available balance otherwise there will be a negative balance of $0.59.
