Dispute case closed by Paypal but never received item--what next?

I filed a dispute because I did not receive my item (no shipping confirmation, no delivery, no response to my efforts to contact vendor). Paypal says the vendor provided proof of delivery and therefore they closed my case. I can't seem to find a way to get past their Help chat to get better resolution. Can anyone advise me about what I can do next?

 

(I will also note that other friends were also defrauded by the same vendor and their credit cards/bank cards have all refunded the money.) I seem to be having more problems with Paypal. I thought Paypal made things more secure but it seems to be the opposite in this case.

Welcome to the PayPal Community Forums. I'm sorry to hear that you've had such trouble with a dispute case with PayPal. I know it can be frustrating when the cases are not found in your favor. However when a case is not found in your favor, you can appeal the decision, and provide any additional information you have by using the information found in this Help Center article: How can I appeal PayPal’s decision on my case?
