Dispute a transaction from a closed account

The merchant agrees to issue a refund but they don't know how to do it. They told me to contact paypal to ask them to do the refund directly, saying I have their approval. Is that possible? As far as I know, the only way to do it is opening a dispute, right ? But the problem is I have closed my account already, so I can't open a dispute... The seller and I speak differnt languages and they don't seem to understand what I mean, every time I say "isn't there a refund button" they just reply "the option is not available" or "please contact paypal to turn on the refund option for your account" or something like that.

 

This is such a weird situation because they don't seem to have a bad attitude but they don't know how to issue a refund. I'm tired of communicating with them and waiting for their reply. It has been 20+ days since the first time I contacted them. I'm quite desperate and wondering what I can do. Reopening the closed account so I can open a dispute? Asking for refund without a dispute via paypal, "directly"?

All they have to do is click on the transaction in their paypal account and hit the refund option bottom of that details page.

If they don't and you have a paypal account then did you pay as a guest buyer, if so then.......


1. Phone Paypal customer services and see if they will help you.
OR
2. Contact your card issuer for a chargeback.

-Nope, it's not a guest account, I registered that account by email and I closed it myself.

-I used debit card, so no chargeback service, I think.

In that case contact customer services and ask them to open a claim for you?

 

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
