DOA Item - Seller wants me to send return back overseas

Hello! I received an item that was essentially DoA from eBay. It stopped functioning completely after less than a few minutes of use. I asked seller about it and they suggested I send it back. I purchased this from a reseller in california, and the seller wants me to ship it overseas to mainland China for the return. I asked for a US based address to return it to and the seller did not reply. I escalated to paypal and they came back saying the return had been accepted... But seller gave the same address overseas. This is a fairly heavy item and will cost almost as much to ship as the item is worth. Does paypal have any protections against something like this? I feel a bit ripped off at the moment.
