Claim denied

I just got an email that my claim was denied ( seller sent me a useless/worthless item instead of what I ordered) Paypal claims my claim was refused because I did not send the the documents they asked for. This is NOT true, I DID send them everything I could. Can I reopen a closed case? I see I'm not alone I see on here, this is very disturbing, this seller is obviously fraudulent ( he seems to do this all the time) and taking advantage of this ( he did offer a partial 50% refund, which I obviously refused) and I cannot understand why PayPal supports this activity???
