Claim denied

I filed a claim for a purchase I never received. The buyer responded with a tracking number which clearly shows the package was delivered to a mailbox in Yogi, Guam on 12/6. My address is (and has been for 19 years) in Georgia(USA), not Guam. Why would paypal side with the seller when it they did not prove anything was shipped to me? That was obviously not my order. I did not receive my purchase, someone in Guam did.
