Case closed but not resolved due to seller fraud!

May be trivial, 99 cents, but is that still ok to just dismiss the international fraud afoot?

I ordered a simple hand cream in September, from China, paid for it and never received it. I emailed multiple times and was assured it was sent, then another was being sent and then promised a refund if that one never arrived.

I ended up filing a claim, but for SOME reason eBay closed it for INACTIVITY after 21 days just yesterday! (My dad just died yesterday, so, it really was a terrible day)I was obviously played by this seller.

I certainly WAS in contact within that time frame. 

What gives? I guess for 99 cents I can forget about it, but others are certainly open to be scammed over and over.

Locate the original payment transaction in your PayPal account activity, click it, then click "Report a problem" to file Item Not Received dispute.

I already tried that, thus being here. There is no link to resolve for that old time frame apparently at PayPal.  They only offer eBay resolution center, which is already what I went through. Oh well.

With newer transaction, yes, I see the Report a Problem and is clickable.

Yeah, disputes can only be filed within 180 days from the payment date. That's been the policy for a few years.
