Cannot Accept Payment in PayPal after eBay Sale

I have had this PayPal account for years, but I rarely use it. In fact, I think it has been almost a decade since I last sold something on eBay. More than a month ago I listed and sold something on eBay and used this PayPal account for the first time in years. The process has been nothing but problems:

 

After the auction closed, the buyer paid promptly. PayPal put the money on hold for some arbitrary reason. I uploaded a copy of my driver's license, the shipping label I used to send the item, and other information verifying the transaction and still the payment was on hold.

 

Then I decided to send a message through the help center, the agent took the hold off the payment and it showed up in my account, but my account was still limited because no one has bothered to even look at the documents I uploaded. They still say "submitted for review" about a month later. I then added my bank account information in order to transfer the money to my bank but there is an error when I try, presumably because of these account limitations. PayPal has just emailed me saying my limitations are being increased since I haven't addressed them. There is literally nothing else to address, I have sent them everything they could possibly need yet they refuse to release my money. The only thing I can't upload a document for is a purchase receipt from my supplier. I'm just a regular person who sold a Nintendo - I don't have a supplier, or purchase receipts, or a store, or anything of the sort! Furthermore, the customer service is not helpful and I can't seem to find an actual human to deal with, just these automated agents. Their phone line is also closed because of Covid.

 

What can I do? This is not even worth the $400 anymore. I will probably never use PayPal again!
