Can't receive or request money.

Hello there, I've been trying to request a payment from someone but the PayPal app is telling me that my account is restricted. How do I fix this? FYI: I don't have a bank linked with PayPal

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
