Incorrect paypal refund

So i submitted for a refund on the 27/02/2021 after receiving the product on the 15/02/2021. Now the company states there is a 20% restocking fee if not returned within 14 days, but i had the parcel ready to be shipped next day on the day i submitted for return, was just waiting on the refund ID. I didnt receive any word back from the company until the 1/03/2021 thus making the parcel out of the 14 day period to which i dont believe is a fault of my own. Now i have received back not even 80% of the refund, even less than that and am being ignored by the company as now 8 days later since my email i have not had a response. I dont know how to go about this as i try and open a paypal claim but it says contact the seller.
