I bought cleaning products online, this was last year during the pandemic, we couldn't find the products at the store so I went online at Lysol company, at least that was I thought. I spent $79 and never received the merchandise. Two weeks later I received a small envelope with a plastic object inside, and immediately I thought about a fraud so I saved the envelope. Then I contacted PayPal and disputed the purchase, PayPal then replied that the seller had provided proof of deliver with a tracking number, so I compared the tracking number they had with the tracking on the small envelope with the plastic whistle and it was a match. PayPal, didn't give me the opportunity to dispute anymore , they just close my case, after all they just check for a tracking number, They don't investigate deep on the matter, I didn't receive the merchandised I ordered, instead I just got a plastic whistle. Did anyone had the same experience? How can I get my money back? PayPal purchase protection didn't work

You would have needed to have opened a dispute for item received but not as described ie wrong item, as the seller provided tracking then the seller would win any dispute for non receipt.
Your best bet is to contact customer services and ask them to open a new claim for not as described.
Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
