After 180 days money hold, got nothing regarding the way of how to withdraw the funds

Hello,
My paypal account has been limited 180+ days ago and it said, I should wait to withdraw the available funds for 180 days but it already passed over.
I did get nothing regarding the instruction how I can withdraw my money available on paypal balance.
Please advice if someone has faced similar issue or knows about this matter.

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.

have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.

The problem is that I received another email after 180+ days which was yesterday. Please refer to the below:
"You can no longer use PayPal.
After a review, we decided to permanently limit your account as we found potential risk associated with it. You’ll not be able to use PayPal to send and receive money or shop online.
I don't know what potential risk they are referring to. There is no detailed and specified reason even though every customers want to know it.
Anyway, should I wait another 180 days?? What the heck if it's true...
I'd appreciate if you can clarify please what's going on?
