Account limited for using my credit card through paypal

Is there some reason why paypal has a problem with my using them to process my credit card purchase? I have had several cards linked through paypal for a long time. I use them regularly to make purchases online through paypal, and have been doing this for many years. Suddenly my account got limited while they investigate one of my purchases. This payment went through on my credit card on March 8th,  and it is now April 18th so I don't know why paypal seems to still have a problem with the purchase They wanted an explanation, which I gave them over a month ago. I have heard nothing back from them. When I  click the button to resolve the issue I get the message that what I needed to do has been completed (see screenshot) yet this has not been resolved more than a month later. I have emailed them as well and got a canned response that tells me absolutely nothing, other than that it should be resolved within about 2 days, yet more than a month has gone by. I checked online for solutions but found nothing other than a statement that customer service agents could not resolve this type of issue by phone, so didn't bother calling them. I have been very patient, but my patience is wearing thin. Is there another way to get this resolved? Do I need to just disconnect my cards and stop using paypal to make payments?  Any help would be appreciated.
