You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.

until now this funds wanst cant claim as the limit didnt solve..i got many account which paypal just control and limit. im so.dissapointed about paypal..will not recommend to other people or friends...unless u release my funds..

You are only allowed x2 paypal accounts if x1 is personal and the other x1 is business, if you have 2 of the same type you risk them both being limited. If you have been permanently banned then you are not allowed to open another paypal account.

If you have funds in the account then normally you should be allowed to access them 180 days post ban.
