Account is temporary blocked and no option to email documents or upload documents

I have trouble since a few days and I don't get it solved, even I call the customer service.

 

I wrote several emails and all I get back are standard emails, which are not helping.

 

My account is temporary on hold, because PayPal don't accept my documents.

 

My business is in the Philippines and is located at home. For proof of address, I was asked to submit one of the following documents:

 

-Utility Bills

All utility bills are under my personal name, since the business is located at home and this can't be changed in the Philippines.

 

-Bank or credit card statement

All credit card statements are under my personal name.

I'm coming back to the bank statement.

 

-Any other government-issued letters or statements in your business name

There are no such letters in the Philippines. The next letter I might receive in the second quarter of 2019

 

I already attained a bank statement and send it per email to PayPal (compliance-apac).

 

on the first email I got an reply that it can't be accepted, since I accidentally sent it from an non registered email account.

the second time I received an email that PayPal is not accepting documents by email, I should upload from my account.

When I'm going to my PayPal account, there are no options for uploading documents. All required documents are on green.

 

I called the customer service. All I got was, if you can't upload it, there is nothing we can do. Fax it. Fax it? Who has Fax in 2018?

 

I really need help here, but I don't get any support from the so called "support".
