Account is limited, can't resolve refund request

Hello. My account had some restrictions and limitations put on it recently and I've been working to resolve that. 

 

In the meantime, a buyer filed a claim and asked for a refund, which I am happy to provide. My account even has more than enough of a balance to cover. 

 

Yet, it appears that one of the account limitstions is the very option to actually refund the buyer? I am seeing all this correctly?

 

Why would processing a refund from a buyer be restricted and what options do I have here? Do I just wait until the date where I needed to respond to the case arrives and PayPal will handle it?

Here's how to refund a payment:

  1. Log in to your PayPal account.
  2. Click Activity near the top of the page.
  3. Click the payment you want to refund.
  4. Click Issue a refund.
  5. Enter the amount you would like to refund and an optional note to your buyer.
  6. Click Continue.
  7. Review your information to make sure you entered the correct refund amount, and then click Issue Refund

Hi. While that is the way to refund a customer under normal circumstances, as I pointed out my account is limited and oddly processing a refund to a customer is in the list of things that can't be done at this time: Your account access is temporarily limited Account impact Pay using PayPal Refund money to customers <-- Send money or payments Receive money or payments Withdraw money from PayPal

You can wait for the claim to complete and if the buyer wins paypal will refund them OR you can phone customer services and ask them to release the held funds back to the buyer.

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
