Account blacklisted

So my ex boyfriend stole my purse and in that purse had my wallet phone and check book and many other personal things. I finally got it all back and when I went to login to my paypal it said I was blacklisted!! I have money on my account that I have to use to pay a bill but I can't do anything with my account. Can anyone help me?!? I'm at utter Los of words on what to do now
