Account access limited? No fix?

I logged into my account the other day to find that I had a message saying my account access was limited and I am no longer allowed to use Paypal. I can't think of anything that would have caused this, other than an international payment which was unauthorized on my part that I reported and Paypal dismissed. I tried calling but they said they were unable to patch me to customer support at this time and I should go to the Resolution Center, which I cannot do, because my account access is limited. What should I do to resolve this? I have a paycheck waiting in Paypal since I use Paypal Cash that I need to retrieve ASAP. Thank you!
