If you're part of the US, you can link a bank account to your PayPal fairly easily. If you are not, it means that you won't be able to unless you go through a lengthy process, paypal staff can't help too much due to to COVID, so your best bet is approaching your local bank to talk about about this issue and see if they have any suggestions. If you don't find any luck there, you may want to consider verifying using a card and remove pre-set limitations that way. If that still doesn't work, then that's all I know sadly. However, depending on where you are, you may be able to link a bank still by checking your bank, money, cards page (Inside account settings in the small cog) if you're a business account, or just clicking "Transfer funds" and linking a bank if you're a non-business account.
