Account Restricted: Cannot load additional requested documents

My account was just restricted. PayPal restricted it two weeks after I moved across the country into a new apartment. I don't have a utility bill so I do not have a driver's license at my new address. I did the best I could with the requested documents (insurance policy declarations page).

I received an email that I needed to upload other documents. Nothing new in the resolution center. Since I already uploaded all of the requested documents, PayPal will not let me upload more. The email was from an unmonitored address. The only way to communicate with PayPal seems to be via feedback - but that goes to a third party.

It is Friday afternoon before a long weekend - my account will be over $1000 by Tuesday.

Will PayPal eventually unlock the resolution center so I can upload documents?

Is there some other non-obvious way to upload documents?

Do they work these issues during "bankers hours" or 24/7.

If this blows up, what happens to my money?

I did get through to somebody.  The secrete is to login to your PayPal account then go to this URL

https://www.paypal.com/il/uploaddoc

It takes you to a screen where you can upload an arbitrary number of documents.

PayPal sent me a message saying they would stop me receiving amounts unless I sent them Id info and proof of address . I have no problem with this per se , but dear PayPal powers that be , you make it sound like you are doing us a favor to let us have a PayPal account when judging by the high commission charges the opposite is true . I don’t give a rats **bleep** if you suspend me using PayPal as a payment option for customers ... it’s too expensive anyway . My gripe is do you realise on which side your bread is buttered? We are your customers for Pete’s sake.
