Account Permanently Limited

Hi, 

I received an email that my account has been permanently limited "due to potential" risk. Unfortunately I do not know what that entails, they say I should go to the Resolution Center and resolve it there, but every time I click to resolve, it just tells me the message of the limitation again with no ways to resolve it. I've tried to contact them through email.

I have not shown the reference ID, until I could get someone to  talk to. This is very frustrating and would appreciate any assistance.
