Account Limitations

Hi.. i have this problem wherein i used to be able to receive and send money on my Paypal3. But now they have issued a limitation and I cant use my account to send money. I need to provide a Passport or drivers license whick i dont have. I have 5000 in my account and I cant even use it or send back to the sender. What options do I have? I have reported and submitted tickets to Customer service but still no fefinite answer. Any suggestion will be appreciated. Thanks!
