Account Limitations because we applied for a PayPal Product? (We didn't)

When we created our account, we submitted documents proving that we're a business. Months later during a major transaction, our account became Limited for no apparent reason, and yet again our account now has Limitations. What we don't understand is how its even possible to get Limitations on our account WHEN WE LITERALLY HAVE A CONTRACT WITH PAYPAL and are a LISTED PAYPAL DEVELOPER. You'd think that would be enough for PayPal to trust us, but no. The system is now saying that we applied for a PayPal Product but nobody has done that on our account and there's no way around it but to submit documents and wait days which means our business loses money in the meantime. We're tired of this nightmare that PayPal has created for our business. We need our account limitations to go away so that we are able to feed our families. Do you not understand that? Especially as a company that works with our company on a daily basis? To make matters worse, your Customer Service Representatives have hung up on us twice already!!! We're this close to not renewing our contract and letting our Network of 1000's of other businesses know, so that they can do the same.
