Is arpisea.com a scam?

Hello, I would like to know if arpisea.com is a scam as I cannot find much online about it and the price feels to good to be true.

I have had dealings with arpisea. They send something in the post (maybe an elastic band) so it proves the tracking. They do not send what you order and ignore most of your emails. When they do answer it's fobbing off. Do not buy anything from them.
