Account Issue

I made my account in 2018 before the user agreement of 2019 was made about not being able to use my account after not using it for a long time. The reason I was never able to use it was because my one card would not work with it. I have $25 that I am trying to accept so I added my new card on but that did not work since I can no longer use my account. Now I cannot remove my new card to add to my new account because it is on my account I can't use and I need to pay someone. Is there any way to bypass not being able to use my old account since I was never informed of the user agreement? Or at least some way I can remove my card and get my money.

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.

have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
