why is paypal holding my refund ?

hi,i bought something on ebay last week,it came to £19 something..a few days later i got a message from the seller saying the item was faulty and has refunded my money,then he sent me a cancellation,i agreed to the cancellation,but when i went to my paypal to check to make sure the refund was there,it says that it has a temporary hold while its being reviewed ? what is this all about ? how can someone hold my money ? the transaction was between me and the seller,it should'nt have anything to do with paypal ?

The seller may well have transfered your payment to his bank account and have no funds in his paypal account to refund you.
So paypal have to put the refund on hold until his echeque from his bank clears through to paypal so they can pass the refund on to you.
Advice is voluntary.

hello,thank you for your reply,sorry i never got back sooner,i just wanted to give it some time to see if it would show up,but paypal put a hold on it on the 9th october,it is now 15th october and it still has'nt cleared,not sure what is going on,just hope i do get my refund..
