If I buy an item from someone using PayPay (not on ebay), am I protected,or is it considered a personal transaction?
How would I go about making the payment?

From the regulations
'Where your payment is funded by a Debit or Credit Card and involves a currency conversion, by entering into this agreement you consent to and authorise PayPal to convert the currency in place of your Credit or Debit card issuer/'
I assume that this applies only to the current transaction, and has no other effects.

It seems a buyer has a choice 'Purchase' or 'Payment...' tabs. I don't understand the 'including, without limitation...'

'Between 3.0% and 4.0% above the wholesale exchange rate depending on the currency into which the relevant amount is converted'

I will explain best I can but Im no expert and dont understand everything myself, mainly because I dont need to I dont sell outside of the UK and dont receive a great deal of money in my paypal so my limits are ok
1)The Currency conversion is for when you receive a payment in another currency than sterling
2)Some accounts are limited for different reasons as paypal only allows a certain amount of money in your paypal, depending on whether you are a business
To be honest addressing your original question as long as you pay for "goods" and if theres a problem you have 45 days to open a dispute
For now I think the buyers protection is all you need to understand for now unless you start selling then read up on sellers protection

As far as Im aware the seller will pays the fee for conversion
As far as Im aware you just pay the sterling price any conversions are automatically done

If you are buying something yes ask for an electronic invoice(which they send from their paypal account) or ask for his paypal address so you can pay directly to it
You wont be able to talk to them via their paypal email address only their email address
I dont know what you mean by serial numbers
An invoice is part of the process of paying unless you pay direct to their paypal email adddress where you wouldnt need an invoice to pay

If I am buying from someone (not on ebay). How can I be sure that I am buying the correct product. That is, the seller has an item but it is not described on a webpage - he says he has it.

I dont suppose you can be 100% sure you will have to trust the seller,If you can do any research/google on the seller or the item then do that first
If you have doubts then its up to you whether you go ahead
If an item is not as described you can still open a dispute within 45 days

No, just a private seller who was advertising a product on a newsgroup. But there were no details, just stated the product.
Is is possible to open a dispute with only a statement, or would it be better to get him to e-mail me with something similar to an invoice that could then be used as evidence, if needed.
I have no reason to believe that things will not go well, I am just being cautious - better safe than sorry.

I hope they will agree to use PayPal.
I was wondering if when using PayPal I will be able to specify, or in some other way indicate, what I am buying. Is this the case?
I also assume that the the seller will be able to identify me, know where to send the product, and the product itself?

It should tell you on their website what payment they take, you'll probably have to give them your address
