I am trying to pay an invoice to a vendor using PayPal to process the payment. I am getting the :declined.... cannot verify card" message. I have confirmed all information with my bank, including phone numbers. The bank shows they have approved all my attempts. Why is PayPal continuing to decline a corporate check card payment? very very frustrating
