Pay After Delivery

Pay after delivery is my default payment method. However, over the last couple of days when I click confirm (payment after delivery) a message pops up saying this bank account can not be used at this time, please use an alternative payment method.
Never had any problems before. My bank account is ok as is my PayPal account. So why this sudden change?
I range PayPal and they could see no problem with my account and yet it's still only allowing an instant payment and not PAD!
Any advice appreciated. Very annoying. PayPal has been updated recently. I'm wondering if there is a gliche in the system now. Don't know how to sort this out if PayPal say my account is fine and confirm that PAD is still active!

I haven't been able to use Pay After Delivery for weeks now, even though I have bought goods from the same sellers who originally offered it and not all Ebay sellers. My account is set to PAD this is very frustrating and I find th enw site very difficult to navigate I much preferred the old one.

I have exactly the same problem and was looking to the community for a Solution. I use PayPal online whenever and wherever I can, and the error message saying that there is a problem with the account is concerning.
PayPal - Can you investigate these reports and error messages and offer a solution/explanation please?
