Merchant using Paypal to process Credit Cards did not deliver

I recently made a purchase of several radio controlled helicopter parts from a merchant who uses PayPal for his Credit Card Processing. After waiting a couple of weeks for my parts I sent an e-mail to the vendor asking if they could supply a tracking number for the shipment. The seller asked me to be patient as shipments from Hong Kong to Canada can take a little longer. I waited eight more days and the shipment has still not arrived. I sent the vendor another e-mail asking for the tracking number. After two more days there was no response. I sent another e-mail stating that I would like a tracking number in 48 hrs or I would have no choice but to dispute the transaction with the Credit card company. Still no response. I am now taking steps to dispute the payment.

Is there a means to report the merchant to PayPal and file a complaint against the merchant?

What shipping method did you use?

The vendor tells me that it shipped out Air Mail via Honk Kong
