I've just been scammed, what should I do now?

Earlier today I won a BuyItNow auction for a Lego set fro my son that appeared to be very cheap.  This item was listed as being in the UK (Brighton) and the seller had 20+ positive feedback - that said, having paid for the item via PayPal, I then looked further at the seller and all of their feedback has been accumulated today...   also they're based in Italy despite the item being listed as being in the UK.

 

A quick search online found a forum where several buyers had been cought out by a scam such as this.  Apparently the seller never ships the item but somehow keeps the money, leaving PayPal out of pocket following a refund further down the line to the original buyer.

 

I'm fairly certain that this transaction is fraudulent, but all I appear to be able to do at present is report the item/seller.  There doesn't appear to be a way to dispute the item just now as the site reports that I'm unable to do so until the 14th September.

 

I've tried the eBay/PayPal UK 'contact us' page, but this bizarrely reports that I've visited it too many times today?? (a bug surely).  

 

What's even more curious is the fact that the seller has just sent me a payment/refund for £4.80....  this represents 10% of the cost of the item I paid for???  eBay still lists the item as paid for and PayPal now lists two transactions, my payment to the seller for £48 and a payment from the seller to me for £4.80.

 

Please help - how should I proceed??
