How do i view the exchange rates i will get when making a transaction?
If i use my paypal balance i get paypals rate & not my banks rate.
e.g. i wish to buy something in USD using GBP.
Can i just swap my funds into my currency of choice?

They both are not telling you the full truth.
You may estimate an extra charge on currency exchange of 2%+
PayPal does not exhange currencies unless you are the merchant selling worldwide.
In most cases you are limited to your local currency (and U.S. dollars for some countries).
Please note, there is NO WAY to avoid this 2%+ currency exchange surchage in retail world.
So, the exchange rate for you would be the current forex market exchange rate (you can see it on finance.yahoo) plus 2%+ against you.

Everyone,
I think we need a bit of clarification here.
As long as your country can maintain a balance (which the UK can), you can add GBP funds into your account balance and then convert it to another currency that we support holding a balance in (of which, USD is one).
You do not have to be a merchant to have or use this feature - check out your Profile and look for the Currency section to convert any funds.
However, this won't provide you your banks rate; any currency conversion within PayPal is done by PayPal, and thus is charged the standard PayPal currency conversion rate and fees.
