They both are not telling you the full truth.   You may estimate an extra charge on currency exchange of 2%+   PayPal does not exhange currencies unless you are the merchant selling worldwide. In most cases you are limited to your local currency (and U.S. dollars for some countries).   Please note, there is NO WAY to avoid this 2%+ currency exchange surchage in retail world. So, the exchange rate for you would be the current forex market exchange rate (you can see it on finance.yahoo) plus 2%+ against you.   If it helps - give me a kudos. Take care ... View more

Hi coylum I do not think PayPal refund fees are so hign. In North America it is flat $0.30 I guess your merchant is not telling you the full story.   You may start a dispute with them on your PayPal account and/or call PayPal to double check your case and refund fees as well.   However, mostly, a merchant is paying refund fees, not a buyer.   Hope this helps, take care ... Could be lack of funds, expiration date, somebody canceled your Amex, you moved and changed your address, ... Amex stopped dealing with PayPal, PayPal stopped accepting Amex,....??? On the bottom of the PayPal page these is a small font link Contact Us You need to be logged-in into your PayPal account. Click it, you will be taken to the other page. In section 2 click Call Us It will show you the phone number to call and give the Web PIN. Web Pin is a unique number valid for 60 minutes to identify yourself for PayPal agent Call that number, do not waste time on talking the "artificial intelligence" stupid answering machine.
