You hardly would get any response to your particulat problem from the public Forum.

Could be lack of funds, expiration date, somebody canceled your Amex, you moved and changed your address, ...

Amex stopped dealing with PayPal, PayPal stopped accepting Amex,....???

Please call PayPal and talk to live Agent - they may help.
