Normally yes if you win a SNAD dispute the onus is on you to return the item back to the seller and provide paypal with a tracking number.
HOWEVER if its a business seller and they refuse to refund you those costs then you may have recourse for a small claims court claim.
HOWEVER paypal would have contributed to those return costs 'if' you had activated this link before the transaction.
