I also had a 10 pound promotion emailed to me, but the description was so confusing I had to email Paypal Help to ask for clarification.
Paypal Help responded within 24 hours and explained there was an error in the code given in the email, and they gave me a modified code.
However, while eBay checkout accepted the new code (it rejected the emailed code as not having any funds), PayPal itself reported an incorrect code error. I have just emailed PayPal a second time asking for a solution.
I first reported this here: https://www.paypal-community.com/t5/Buying-with-PayPal/paypal-5-cashback/m-p/757025/thread-id/8145

Hi chaosvictim,
Thank you for posting here.
I am sorry to hear that there we issues with the eBay Coupon.
There are 2 things that you can check in regards to this.
1. Are you using the correct email address to pay with.
The coupon is sent to a specific email address you need to use the PayPal account that is registered on this email address, when you pay.
2. Make sure that the email address is linked to your eBay ID. You can get this error code if they are not linked correct.
If everything is set up correct I would advise to contact eBay. They can see the exact reason why the coupon is declined and they can help resolve this.
I hope this information helps.

Hi Dian,
thank you for your advice. PayPal Help have in the meantime (yesterday) emailed me to say they have escalated the problem to a senior member of staff (RE: HelpforBuyers (ID: C826-L003-T16039-S111-W000000) (KMM67407544V93763L0KM) :ppEU). I am waiting for their response
I have also (1) re-checked the email address I received the 10 pounds promotion is the same that of my PayPal account email address and (2) that the ebay account has this same email address linked in "your PayPal account information" ("Your eBay account is linked with your PayPal account: ...@...").
I will now make one last attempt at using the promotion code and then I will contact ebay help and link them to this thread and to my various PayPal Help emails.

Ok, I just retried to complete my purchase with the code on a completely new Firefox browser, which failed the same way, and opened a chat with ebay live help. I gave them the link to this thread and the error code that paypal reports. After the helper looked into the details she advised me to contact paypal by telephone. I will probably try that tomorrow but hopefully paypal will respond beforehand by email.

I am pleased to report that the most recent PayPal Help reply to me, dated 18 September, admitted there had been "a major isuue" with the voucher code provided by eBay, and promised me ten pounds payment as compensation.
In the meantime I paid for my eBay order without the discount in order to keep the seller from waiting too long.
After I had paid, I noticed that Paypal had infact deposited more than ten pounds into my account yesterday, which is more than enough compensation for the trouble.
Given that PayPal Help did respond within 24 hours of each of my queries (excepting the last when I sent a reminder after 36 hours) and the suggestions from PayPal_Dian in this thread, I am satisfied with the service so far, and I will continue looking for difficult to find books on eBay.
I hope the thread starter gets a similarly satisfying resolution.

Just three quick questions:
1. Am I permitted to post links to screenshots of PayPal showing my problem? I will blank out all identifying parts, but should I also blank out the voucher code?
2. (I retried the same code again today, still waiting for PayPal help to reply) Is it correct that I paste the voucher code into the Ebay Redemption code field, then click Apply, then click Continue?
3. Does Paypal Help have a live chat facility?
