How to set International shipping rates from UK based PayPal Business account

I'm a UK based PayPal Business account client selling from my website with a PayPal cart (HTML code from PayPal website). I can not see any way to add international shipping rates in my configuration, it only seems possible to add GBP £ shipping flat rates based on order value or % of order value. How can I do this as it seem the USA PayPal account holders have much greater options available in their business account setup relating to shipping options. There must be a way i can have different shipping rates configured when shipping to UK, EU or internationally. I look forward any input.

Thousands of people using PayPal Cart have exactly this problem. The situation does NOT apply to USA based businesses with the US PayPal account. Presumably PayPay DO NOT WANT their UK business customers to use the PayPal Cart WITHOUT paying for a professional cart from a paid supplier - and a who ;ist of suppliers are given on a PayPal recommended cart page

BUT this is NO REASON to NOT make a simple page available in the standard PayPal checkout integration.
