Thousands of people using PayPal Cart have exactly this problem. The situation does NOT apply to USA based businesses with the US PayPal account. Presumably PayPay DO NOT WANT their UK business customers to use the PayPal Cart WITHOUT paying for a professional cart from a paid supplier - and a who ;ist of suppliers are given on a PayPal recommended cart page https://www.paypal.com/bm/webapps/mpp/carts BUT this is NO REASON to NOT make a simple page available in the standard PayPal checkout integration. BUT THE INFORMATION IS NOT THERE: https://developer.paypal.com/docs/checkout/best-practices/ It is "TEAR YOUR HAIR OUT" time - and has been for decades. Every few months I check back t with a Google search "Add postage rates to Pay Pal Button Domestic International" and I hope to find that PayPal have finally added a facility that is ESSENTIAL for a website selling goods worldwide. And still they decline to add a facility that is available to US PayPal customers. It would be an enormous problem to change a website to a new button provider. We have been using PayPal for 10 years or more and still have to accept losing money on some international orders. For heavier items we have had to design 4 duplicate pages for UK/ USA, Canada/ Europe/ Autralasia. What a nonsense!   Peter Shepheard www.springthyme.co.uk  ... View more

Springthyme Records sell CDs worldwide and since we use PayPal we are forced to charge the same for postage whether UK or Australia.   THIS HAS NOW BECOME A BIG PROBLEM.   The Small Packet/ Airmail rate for a single CD to Australia has risen in the new RoyalMail rates of April 2012 from £2.32 to £3.90. PayPal only allows VARIABLE SHIPPING Rates for US Traders - THIS IS NO LONGER ACCEPTABLE.   Our fixed price for one CD is £1.50 and we can no longer absorb the additionalpostage costs.   Either PayPal must change or we must go to another Payment Provider.   See: https://cms.paypal.com/us/cgi-bin/?&cmd=_render-content&content_ID=developer/e_howto_html_ProfileAndTools#id08A9EF00IQY ...
