How do I automatically charge Canadian customers GST/HST on purchases?

I have a business account set up in PayPal and I have a subscription plan set up that people can buy.
I am in Canada so I need to charge 13% HST to Ontario customers, and 5% GST to customers elsewhere in Canada.
How do I set up HST and GST for Canadian customers?
I found this PayPal Community article from Sep 2019 ...

... it says to use "Tools > All Tools > Run your business > Tax Calculator" to do this, but I do not see that tool in that menu.
Can anyone help because I could really use some help!
