Getting your products/website on consumers' PayPal dashboard

I tried creating a store cash account to entice people with a PayPal account to shop on my website, so I could increase sales and hopefully get another PayPal loan. However, when I had a friend check their personal20210428_132946.jpg PayPal account on my laptop, the offer never showed up in the deals and offer section. Is there a special trick to getting offers to show up in people's PayPal dashboards?
