Yes they do this so that you can verify and confirm that the credit card actually belongs to you. Is your credit card a prepaid by chance? they did the dame thing to me. All you need to do is go online to the creditcard website and register your cc with them first. then you log into your cc account summary or information log. with the 2 dollars paypal charge you will see a 4 digit code right above the description of purchase for that particular charge. then login to paypal and select link confirm crdit card. put in the 4 digit code or better yet call paypal and confirm the 4 digit code (paypal code) and then your cc is confrirmed. then paypal puts the money back just like a refund.
