unable to process a payment

i've been trying to make a payment for an e bay item but for the past 24 hours it been unable to process.

I get the error code 10417.

when asking the question they say they are aware of the problem

I am getting the same error code and the message to say that the payment cannot be processed. But the funds have been taken from my bank account.

Check your PayPal history, if you are ever unsure weather a payment has been sent successfully or not go to your PayPal account and click on 'History' near the top of the page.

Next to your payment  you will see the status.

What error message are you receiving? 

It sounds like your card company may be declining these payments.
