This arises because your seller has refunded you before your initial payment to them has cleared from your bank to PayPal.
When you sent your payment, the money is not instantly transferred from your bank account to the recipient’s PayPal account. Instead paypal instantly credit the recipient's PayPal account on your behalf and simultaneously request the same amount from your bank account to reimburse themselves.
It takes 5-7 business days for the money to arrive from your bank to PayPal (same timeframe and method as an eCheque in fact). If your Instant Bank Transfer is refunded, this refund cannot be completed until paypal receive the money from your bank to cover the original payment paypal made.
A ‘Temporary Hold’ is ‘Placed’ on your refund while your bank processes your initial transfer request. When paypal receive the money from your bank, it will be credited to your PayPal balance.

that cannot be fair or right as the money had come out of my bank on the thursday morning and then the refund was issued in the evening/afternoon so the transaction had been done. plus it only takes 3 working day for payapl to take the money from my bank to paypal so should it take 5-7 for you to pay my money back

I don't pay any money back thank you and the information i have given you is correct.
The money left your bank account on thursday but it has to go via AUTOMATED CLEARING before it gets to paypal and that takes about 5-7 days not 3.
So once your payment has got through to paypal they will refund it.
This is because paypal use electronic and not wire transfer.
If you don't want to believe the facts thats fine, just let me know and i will ignore any future posts you post.

do you work for paypal? if so i think you need a customer care course badly. if not why are you even replying. i have a right to be a bit annoyed it does take three days for the money to leave my bank and i do not see why it should take long than that to get back why would i care when paypal get their money if its left my account in my eyes they have it. i dont understand when the money is in my account it takes mintues to transfer to my bank but issuing a refund takes a week im sure if i owed paypal money they wouldnt be too pleased waiting that long and i would get charged by them. paypal doesnt even tell me why my payment is on hold all its says is they are reviewing it and will contact me but they havent its said that since thursday.

Yes you were rude.
The facts i gave you were correct you just don't want to accept that.
Oh and what part of "volunteer" do you not understand when you ask if I work for paypal?
Don't hurry back as with your attitude no one is going to help you.
GOODBYE.

Yet another great response from a VOLUNTEER moderator that PayPal supports. No wonder there are so many problems. Good grief!

This voluteer adviser????? responded to me in the same way. Your best advise is to report him. There is an option next to rude comments that allow you to report him to a moderator. I wish more people would do that then we wouldn't have to be hurled insults by a clearly Meglomaniac individual.
Regards,
