From reviewing what you have provided on your query, I don't think the email you received was sent to you from PayPal. We would never ask you to download an attachment in an email. We would always advise you to go to your PayPal account.

Phishing emails are fake emails that attempt to collect your personal and financial information. • The email includes an attachment, a software update to install on your computer, or a hyperlink.

If you think you’ve received a phishing email, forward it to spoof@paypal.com. Then delete the fake email from your inbox.
