Unable to make payments

So I created a new paypal account  to buy stuff online My grandfather already had a paypal account with a visa card attached to it and i wanted to get some of my money on my bank account to my paypal account but it the bank account i wanted to be putting the money on has to be on the same name and it isn't

So i created my new account and did a bank transfer (which isn't completed yet) and send some money of the other account to my account (which a friend send me) but now i wanted to buy something and it says that im unable to and need another method to pay or something like that.

So i tried sending all the money bank but im unable to do that too

Why is this happening?

Did you verifiy your PayPal Account?

I think it should be i activated it with my email and i cannot add a credit card since i don't have one

and i earn the money online from scratch legit

Not sure what you're saying.   Did you verify your PayPal Account by linking and confirming a bank account?  If no, that should be done.

So I cannot do any payment just because i don't have a bank account attached to it ?

I have a paypal balance and I should be allowed to use it without bank account

I verified my bank acc etc and im still unable to and im getting annoyed now since im making a deal with someone and i cannot pay.
