Someone using my email address?

I've been using my msn account for over 4 years now and i haven't signed up to Paypal at all. just yesterday i received an e-mail saying please confirm your email address from the international services Paypal e-mail . For starters, i live in the UK so i would use Paypal.co.uk if any !! became worried as i don't know what they can do with only my e-mail address? so i changed the password and i have the person who is using my account and their address if you want to take further action as using someone elses email address is a criminal offence !!! if no action is taken i am willing to take this further as it is an invasion of my own privacy !!!!!

To follow this up I contacted PayPal support who confirmed 4 emaill addresses on my domain were being used elsehwere; they cancelled them and started an infvgestigation.
I never heard anything elese but at least I know they've been cancelled. Suggest contacted support and persevering as not all of them see that clued up.

I've a situaition that here that is extremly stressful.
My wife owns a shop and wants to open and attach a PayPal account to it.
We find that someone has recently opened an account using her email address and set up two factor sign in.
We keep getting emails from paypal that have nothing to do with us using my wifes email. She's not autherized any paypal accounts or anything so how on earth is someone using her email to defraud other poor souls when it's not even been verified from her email address.
I've emailed Paypal, I've phoned Paypal, I've emailed them again notifying them of the situation and they seem like they have as much power over their own system as a flatulance in a storm. They wanted us to contact microsoft and tell them to call paypal saying we own the email. I call microsoft and appently we can only be eligable for support if we pay their $99 support fee and even then they wouldn't do that as it's not something they do anyway! Paypal won't give us any details despite us supplying info on the emails, the account name its been opened up in and other details.
It's crazy. I just want a stop put to this account. Paypal have the persons numbers and address's. Why cant they contact 'them' and say they're sending an email that they must reply to else their account will be suspended. The person wouldn't be able to respond as it would come to us and we could stop all this.
It's so stressful knowing that fraud is occuring, notifying the fact and being told that there's nothing that can be done.
It's crazy. Any ideas anyone how I can stop this please?

@gravitysmacked Lucky you. I called paypal and the customer service rep said they can't remove the email address (which was using my domain) on another account.
It's a little worrying as the email address is very similar to my paypal one. 😕

I have received multiple emails on one of my none Paypal email accounts.My email address is being used on your systems without my authorisation. I class this action and use of this email address as fraudulent and a theft of my identity.
I did receive an email requesting confirmation of the email address. The request to confirm this email was not accepted and still I receive emails. A failure on Paypal's part for there to be no option to indicate that this email does not belong to the person attempting to use it on your system, especially in the email requesting confirmation of the account.
In these times where financial crime and identity theft is rife there really is no excuse for such problems to exist.
This can be resolved with a simple email does this email belong to you? if yes then the account is confirmed if no then the email address is unlinked and the account is suspended.
This failure to allow proper authorisation before accepting information is unprofessional for many organisations that are guilty of this behaviour, but for a financial service this is extremely serious.
Messages to contact us are ignored. Advice is to call.
Yes lets all call Paypal and listen to ding ding ding music for a an hour+ to report this. All because they have poor account authorisation procedures.

Some chick is using my non paypal email address to set her account. I'm appaled PayPal it's letting her set up the account and ask por payments using my email when all the confirmation emails haven't been replied. They shouldn't let her do anything at all, yet she is freely using my email to defraud people.
I sent the spoof account an email only to get automatized responses telling me they think it's a fraudulent account but they do nothing to remove it or at least suspend the account. The person knows what shes doing as shes trying to set up a second email (yes I got the notification) and PayPal does nothing but respond dumb things (I doubt they check at all).
This is identity theft and they want me to call them, I'm an international user they should have more resources to help to prevent fraud, looks they don't care as long as they get their fee.
