Paypal taken more than they were supposed to

I purchased an item from Ebay and when I tried to pay for this, it was asking for a higher amount.  So I paid the seller direct for the correct amount.,  After checking they have paid the higher amount.  Ebay are unable to help and I dont know who to contact at Paypal.

If you completed ebay checkout then how could the seller charge you more?

Was it the shoes?

If so then the  total was £21.26 what did you pay?
